This file is built the same way as every file in this series: from the government's own records. Two recordings and their paper. The Academy's written determination. The Town's own posted notices, photographed on its own door. Its own emails. A public court docket. Every claim below is tied to a document named on this page, and where a question is still open, this file says so and shows the paper that will settle it.
What follows is the documented record to date. It is not a closed inventory, because the record is still being made: filings are outstanding, agencies have not answered, and hearings are on the calendar. This file remains open. New verified findings are added here, at this same address, as dated updates, the way every file in this series is kept.
Updated November 3, 2026: the complete record, including the meetings, the pattern inside the police department, and the full 1985 docket section.

THE VICKI BECKER FILE
In December 2003, a discovery letter signed by Elkhart County Prosecutor Vicki Becker left two internal-affairs files out of a murder case. Under oath, she confirmed they were never disclosed. The conviction was vacated, Iris Seabolt was exonerated, and the city settled for $11,725,000.
